Caesar

Caesar places you in command of a small province during the peak of the Roman Empire. Develop housing, roads, policing, water supplies, and social events while working toward more demanding assignments.

Once your first city is operating smoothly, you can establish another area and connect it by roads. Success depends on balancing construction and maintenance costs with taxation, public satisfaction, and the expectations of your superiors. Poor value for money can provoke unrest, while barbarian threats require you to maintain an army and sometimes send it into battle.

Combat can be resolved through orders, or fought directly if you own Cohort II.
