Fish!

Fish is an adventure and puzzle game released in 1987. You play an experienced inter-dimensional agent who can “warp” into living beings and has chosen a goldfish as a vacation identity.

The holiday ends when the Seven Deadly Fins, a group of inter-dimensional anarchists, threaten all forms of life. Drafted back into service, the goldfish agent must stop them.
