A noir-styled political management simulation

About this game

Floor 13 is a menu-based management simulation set within a secret organization operating from the 13th floor of a London office building. As Director General, the player works to keep the current British government in power by helping the Prime Minister maintain strong polling results.

The game is structured around successive 20-day periods. Performance affects the agency’s resources, available services, and the Director General’s employment. Between evaluations, players respond to internal and external crises, including hostage situations, drug investigations, political scandals, and missions involving covert interference.

Floor 13 presents its politically dark subject matter in black and white, giving the game a film noir atmosphere. Its operations may include surveillance, infiltration, media manipulation, raids, detentions, torture, and assassination. However, excessive use of such methods can attract unwanted attention and put the organization—and its leadership—at risk.
