Starfield was meant to mark a major new chapter for Bethesda Game Studios: a fresh universe, a huge interstellar setting, and a scale that went far beyond the studio's familiar formula of placing players in one richly detailed fantasy or post-apocalyptic region. Yet former lead systems designer Kurt Kuhlmann has offered a candid assessment of that ambition, saying the project ultimately aimed for something Bethesda was not ideally structured to create.
Speaking in an interview with FRVR, Kuhlmann discussed the difficulties behind the space RPG's lengthy production. His comments present Starfield not as a project short on ambition or effort, but as one whose fundamental vision required an enormous amount of technology, content, and staffing. Bethesda did achieve much of what it set out to do, he said, but the studio's choice to pursue a galaxy-spanning game created challenges that became increasingly difficult to overcome.
"We couldn't really make it," Kuhlmann said while looking back on the project. It is an unusually blunt reflection on a game that remains one of Bethesda's largest releases, both in terms of development scope and the number of individual locations it sought to support.
A new universe also meant new foundations
One of the first complications was that Starfield was not simply another entry built upon an established setting and an established production approach. Bethesda had decades of history with The Elder Scrolls and Fallout, including recognizable worldbuilding, design conventions, asset libraries, and player expectations. Starfield, by contrast, needed a new science-fiction universe from the ground up.

The game also arrived alongside Bethesda's largest engine overhaul since the original The Elder Scrolls IV: Oblivion. That represented a significant technical investment, but it added a difficult reality to the production schedule. Systems had to be completed and proven before teams could confidently build the game's wider content around them. If crucial technology takes longer than expected to settle, the time available for artists, quest designers, and world builders to use that technology becomes shorter.
Kuhlmann described that dependency as a major concern. Developers needed new systems to function before they could expand on them, and delays in that foundational work naturally put pressure on later phases of the project. For a game constructed around exploration, spaceship travel, planetary surfaces, settlements, factions, crafting, combat, and RPG progression, each delayed tool or feature could affect a great deal more than one isolated area.
That is especially important in an open-world RPG, where individual features are rarely self-contained. A change to exploration can influence encounter design. Changes to traversal can affect the value of points of interest. Quest design, rewards, economy balance, character progression, and environmental storytelling all depend on the broader systems being stable enough to support them.
More than "Skyrim in space"
Kuhlmann explained that Todd Howard's goal was not to make a smaller Bethesda-style world with a space-themed wrapper. The intention was bigger: a genuine open-world space game where players could visit many worlds rather than remain largely rooted to one primary planet with occasional excursions elsewhere.
That distinction helps explain Starfield's eventual structure. Bethesda did not create a single continuous landmass in the tradition of Skyrim's province or Fallout 4's Commonwealth. Instead, it built a large network of planets, moons, cities, outposts, star systems, and locations intended to sell the idea of humanity spreading through space.
It was, in Kuhlmann's words, an extraordinarily ambitious idea. But that ambition carried a cost. A Bethesda game set in one main region allows a studio to concentrate its handcrafted detail: landmarks can be arranged with care, quest hubs can overlap, environmental stories can be layered together, and the spaces between major objectives can become meaningful parts of the journey. Expanding outward to a galaxy changes the content problem dramatically.
Even if many locations share tools, modular assets, procedural support, or repeated gameplay structures, the player's expectation rises with the scale of the map. Every new world implies the possibility of something distinctive to discover. Every system invites comparison with the most memorable handcrafted corners of Bethesda's older games. Providing enough material to make that scale consistently compelling is a daunting task.
Kuhlmann said the team working on Starfield was not large enough to create the amount of content its broad concept demanded. Bethesda had a sizeable team, but he felt the game would have required substantially more developers to fully meet the needs of its central vision.
Scale is not the same as density
Starfield's reception has often reflected the tension between size and density. The game gives players an enormous amount of territory, and its major cities, faction stories, shipbuilding systems, and questlines provide substantial RPG material. At the same time, some players felt that the repeated or procedurally assembled aspects of planetary exploration lacked the organic density associated with the studio's best-known worlds.
Kuhlmann's comments help put that response into a development context. The issue was not necessarily that Bethesda did too little; rather, it may have attempted a form of game whose sheer breadth made the studio's traditional strengths harder to apply at the same level across the entire experience.
Bethesda is particularly known for authored spaces full of unexpected detail. A cave may contain a small narrative told through objects and enemy placement. A side road may lead to an unmarked ruin. A seemingly minor character can begin a long chain of quests. These moments are often built from the accumulated attention of many designers working in a constrained but deeply developed setting.
A space game asks for those kinds of discoveries across a vastly more fragmented collection of places. The result can be a difficult trade-off: build fewer planets and make each one denser, or make the galaxy feel large while accepting that not every landing zone can deliver the same degree of bespoke content. Starfield leaned toward the latter, because its core ambition was to make space itself feel expansive.
An impressive achievement that did not match Bethesda's strengths
Kuhlmann was careful not to dismiss what the team accomplished. He said Bethesda pulled it off to an impressive degree. Starfield is, after all, a fully realized new IP with extensive dialogue, a branching RPG framework, a ship customization suite, multiple major questlines, and a huge range of explorable destinations. Bringing all of that together while overhauling technology was a considerable undertaking.
His retrospective criticism is more specific: it was not a project that naturally leaned into Bethesda's greatest strengths. In that sense, Starfield's biggest creative advantage--its enormous science-fiction scope--may also have been the element that pushed it beyond the studio's most effective design approach.
That perspective also gives additional meaning to the long-running demand for The Elder Scrolls VI. Kuhlmann noted that, after Fallout 4, most people wanted to move on to the next Elder Scrolls game. Howard instead chose Starfield. The decision gave Bethesda the chance to pursue a new setting it had considered for many years, but it also meant delaying the sequel to one of the company's most beloved series.
For players who preferred the tightly integrated exploration of Skyrim, the choice remains easy to understand even if it is frustrating. An Elder Scrolls sequel begins with a familiar foundation: a defined region, established lore, recognizable RPG traditions, and a development team with extensive experience creating that particular kind of world. Starfield required Bethesda to solve different problems at a much greater scale.
What the reflection could mean for Bethesda's future
There is no indication in Kuhlmann's comments that Bethesda regrets experimenting with a new universe altogether. Studios need room to take creative risks, and Starfield's launch established a setting that Bethesda can potentially revisit and refine. But his remarks suggest an important lesson about matching an idea to a team's capabilities, production methods, and available resources.
For future projects, that could mean putting a greater focus on density, stronger authored exploration, or a scope that is more carefully aligned with the amount of content a team can meaningfully create. It could also mean retaining the lessons learned from Starfield's technical work without repeating every structural choice involved in its first outing.
Players will inevitably look toward The Elder Scrolls VI for signs of what Bethesda has learned. The next game will arrive under enormous expectations, especially after the extended wait since Skyrim and the years spent bringing Starfield to life. Kuhlmann's reflection does not predict what that sequel will look like, but it does underline why a return to a more concentrated, handcrafted world may fit Bethesda's identity especially well.
Starfield remains a notable achievement precisely because it tried to do more than the obvious version of "Skyrim in space." That greater goal was bold, technically demanding, and expensive in development effort. In retrospect, Kuhlmann believes it exceeded what the team could truly support. But the willingness to pursue that difficult idea also explains why Starfield remains such a significant, if divisive, chapter in Bethesda Game Studios' history.
