Xbox is bringing together two of its best-known racing game teams. Playground Games, the developer most closely associated with Forza Horizon, and Turn 10, the original creator of Forza Motorsport, are being merged into a single studio that will focus on the Forza and Fable-director-says-the-rpg-s-xbox-legacy-helped-sustain-its-long-development/">Fable franchises.

The change was confirmed on September 22 by Xbox chief content officer Matt Booty in a company memo outlining another round of organizational changes across the gaming business. The studio combination arrives as part of Xbox's broader reset, following major restructuring and 1,600 layoffs in July. The newly combined team is intended to formalize a relationship that has already existed for more than a decade, but it also leaves important questions unanswered for fans of Turn 10's simulation-focused Motorsport series.

"Playground and Turn 10 will come together as one studio focused on the Forza and Fable franchises," Booty said. "These two studios have been creative and franchise partners for over a decade, and today's changes will formally move their work into one team."

A long-running Forza partnership becomes one team

Forza has always had two distinct identities under the Xbox umbrella. Turn 10 established the series with the original Forza Motorsport and built its reputation around track racing, detailed car handling, and a more simulation-minded approach. Playground Games later took the franchise in a different direction with Forza Horizon, an open-world festival racing series built around exploration, events, large environments, and a more accessible style of driving.

Although the two teams handled separate branches of the same brand, their work was naturally connected. Both helped make Forza one of Xbox's central game franchises, and both had to support the series' technical ambition and wide-ranging car culture appeal. The new arrangement takes that partnership from collaboration between separate studios to a shared organizational structure.

Xbox has not provided the operational details that would clarify precisely how the merged studio will be run. It remains unknown whether the organization will retain the Playground Games name, adopt Turn 10's name, or take on an entirely new identity. There is also no confirmation of how leadership, team assignments, or individual development groups will be structured after the merger.

Those details matter because the two studios have recently been in very different positions. Playground has become one of Xbox's most prominent development teams, while Turn 10 has faced a far more difficult period following layoffs and reports of canceled work.

Playground's growing role at Xbox

Playground Games has become particularly important to Xbox through the success of the Forza Horizon series. Horizon transformed a Forza spin-off into one of the platform holder's largest recurring franchises, bringing its racing into expansive open-world locations while maintaining an emphasis on licensed vehicles, social play, and continuous activity.

The studio's responsibilities extend beyond racing. Playground is also completing the new Fable, a reboot of Xbox's fantasy role-playing series. That project is expected to launch in February 2027, making it one of the most significant games currently associated with the newly merged studio.

Combining the teams around both Forza and Fable signals that Xbox sees Playground's existing work as central to the group's future plans. It also gives the company one larger organization responsible for managing a major racing brand alongside a high-profile role-playing revival. In practical terms, that could allow Xbox to bring together expertise, technology, and production resources that had previously been spread across two separate Forza studios.

Still, a larger team does not automatically explain how the balance between those projects will work. Fable is a very different kind of game from Forza, and the merger announcement does not specify whether the same leadership and staff will be divided across every franchise or whether separate internal groups will continue to lead individual games.

Uncertainty surrounds Forza Motorsport

The most immediate unanswered issue is the future of Forza Motorsport. Turn 10's most recent new Forza game launched in 2023. In 2025, the studio was hit by substantial layoffs that reportedly left it operating with a skeleton crew. Reports also indicated that a planned new Forza Motorsport project had been canceled.

Xbox's announcement names the broader Forza franchise as one of the combined studio's responsibilities, but it does not specifically promise another Motorsport installment. That distinction is likely to draw attention from players who favor the series' closed-circuit racing and its more simulation-oriented design over Horizon's open-road structure.

There is no statement that Forza Motorsport has been retired, placed on hiatus, or folded into Forza Horizon. Equally, there is no indication that active development on a new Motorsport game has resumed. For now, the merger confirms only that the unified studio will have a Forza remit. It does not settle which branch of Forza will receive the next full release.

This leaves several possibilities open, none of which have been confirmed. The merged team could continue supporting existing Forza games while prioritizing Horizon and Fable. It could eventually return to Motorsport with a new project. Or it could reorganize the franchise in a different way altogether. Until Xbox identifies the studio's upcoming slate, Motorsport's position remains uncertain.

More restructuring at Xbox

The studio merger is part of a wider phase of change at Xbox rather than an isolated announcement about racing games. Booty's memo also confirmed further layoffs across the Xbox organization. These moves follow the company's July restructuring, which included 1,600 layoffs and significant internal changes.

For players, corporate terms such as consolidation and restructuring can sound abstract. Their effects are often felt later, through delayed announcements, changed priorities, reduced support for particular games, or the disappearance of projects that were never publicly revealed. In this case, the clearest visible outcome is the end of Playground Games and Turn 10 as separate studio entities.

There is a potential creative upside to gathering the teams under one roof. Shared tools, institutional knowledge, engine expertise, and vehicle-development experience may all be easier to coordinate when they are part of the same studio. For a technically demanding franchise such as Forza, that could be meaningful. The series depends on complex rendering, physics, car modeling, audio work, and ongoing content operations, areas in which both studios have substantial experience.

But consolidation also follows a period in which Turn 10 has already been diminished by layoffs. That context makes the announcement more complicated than a straightforward expansion. The eventual impact will depend on staffing decisions and project priorities that Xbox has not yet disclosed.

What the merger means for Xbox's franchises

Xbox is effectively placing three recognizable brands--Forza Horizon, Forza Motorsport, and Fable--within one combined studio structure. Horizon appears to be the most stable part of that picture due to Playground's importance to the franchise. Fable has a defined expectation of launching in February 2027. Motorsport is the open question.

The company's wording suggests it wants the merged studio to act as a long-term home for both Forza and Fable rather than as a temporary collaboration. Since Playground and Turn 10 have worked as franchise partners for over a decade, Xbox is presenting the decision as a formal evolution of an existing relationship. Even so, the timing makes it inseparable from the broader layoffs and organizational reset.

Fans should not read more into the announcement than it confirms. Xbox has not announced a new Forza Horizon game, a new Forza Motorsport game, or any additional Fable details beyond the reboot's expected February 2027 launch. It has also not clarified whether Turn 10's name will continue to exist within the merged organization.

What is certain is that Xbox's Forza development structure has changed substantially. Playground Games and Turn 10 will no longer operate as separate studios, and the resulting team will carry responsibility for one of Xbox's most established franchises as well as one of its most anticipated future role-playing games. The next announcements from that studio will determine whether the merger leads to a clearer future for every part of Forza--or primarily strengthens Horizon and Fable while Motorsport waits for a new direction.
